The St Andrews Local Place Plan (LPP) was created to give our community a stronger voice in shaping the future of our town – and huge thanks to the many hundreds of residents who contributed to this. You have identified no less than 52 Projects, so there’s plenty to be done. We collated these into six broad groups, covering: Transport & Accessibility; Housing; Bringing the Community Together; the Environment; Community Facilities and Local Businesses.
But submitting the plan to Fife Council is not the end of the journey—it’s just the beginning. To ensure that the ideas and priorities outlined in the LPP don’t simply sit on a shelf, the Community Council has established a Community Action Plan (CAP) to track, highlight, and encourage progress on the goals identified by residents. Some of the 52 Projects involve major infrastructure changes (such as 1.6 – building a Relief Road) and the challenge of developing appropriate housing but most are within the town’s capability – since there’s clearly a will, let’s find a way!
While it is not the role of the Community Council to implement these actions, the CAP exists to:
✅ Showcase Progress – Highlighting projects, big and small, that contribute to making St Andrews a more sustainable, connected and inclusive place
✅ Encourage Community Participation – Promoting local initiatives and providing opportunities for residents to get involved in shaping their town
✅ Monitor and Influence – Keeping track of key developments and lobbying Fife Council and other stakeholders to ensure the community’s voice continues to be heard.
The CAP will regularly update the community on what’s happening, celebrating achievements, identifying gaps and ensuring the priorities set out in the LPP remain at the heart of local decision-making. This means the LPP is not just a document—it’s a living plan, shaping the town’s future in real and measurable ways. Indeed, new projects are already emerging – it is constantly evolving
