Who attends the Community Council Meetings

The groups listed below are eligible to attend the General Meetings (The Community Council convene a minimum of eleven times each year which members of the public may attend and speak subject to the discretion of the Chair.

These meeting are held on the first Monday of each month at 7pm at The Town Hall of St Andrews but can be subject to change.  The meeting are publicised on this website.

The RBSTACC

The Community Council shall be composed of a maximum of 20 elected members. The overarching qualification for membership is that the candidate, on the date of nomination, is a resident within the specific Community Council area. Candidates must also be named on the current electoral register as a local government elector for the Community Council area in which they reside.  The minimum age to stand for election as a Community Councillor is 16 years of age.

Included in the council are 4 members who have specific duties. They are The Chair, Vice Chair, Secretary and Treasurer.

Student Representatives

3 Student Members appointed by the Student Representative Council of the University of St Andrews, such persons being students at that University and elected to the Student Representative Council.

These representatives have full voting rights as per the 20 community council members.

Co-Opted Members

Co-opted Members – up to five persons appointed by the Community Council for any specific purpose by reason of their interest in the community and whose views, advice and professional or technical skills would be of assistance to the Community Council or could be employed for the promotion or advancement of any scheme or project approved by the Community Council.

Such co-opted Members shall be eligible to serve for such period as the Community Council shall determine and shall not be entitled to vote on any item of business considered by the Community Council.

Nominated Members

There can be up to five persons nominated by organisations or other bodies in the town. The organisations or bodies shall be invited to nominate a person by the Community Council. Such nominated Members shall be eligible to serve for such period as the Community Council shall determine and shall not be entitled to vote on any item of business considered by the Community Council.

Fife Councillors

The elected Members of Fife Council for the town shall be Members ex officio of the Community Council. They shall not be entitled to hold office in terms of Paragraph 6 of this Constitution and shall not be entitled to vote on any item of business considered by the Community Council
